Defending Your Cybersecurity Budget Without Sacrificing Protection

September 19, 2026

A flat cybersecurity budget forces difficult decisions. But cutting every expense by the same percentage can weaken the controls your business depends on while leaving inefficient spending untouched.

In a video published by Help Net Security on September 17, 2026, Cheri Hotman, Managing Partner of Hotman Group and a practicing vCISO and vGRC leader, discusses how organizations can approach budget pressure without automatically sacrificing security coverage.

Start with what the spending actually delivers

Cheri’s approach separates cybersecurity spending into four categories:

  • Protection that works. Capabilities that are operating effectively and protecting something important to the business.
  • Value that has not been realized. Tools or capabilities that could help but have not been fully implemented or incorporated into daily operations.
  • Overlapping capabilities. Spending that duplicates what another tool or team already provides.
  • Compliance theater. Activities that create the appearance of security without delivering meaningful protection.

These distinctions help leaders examine what to preserve, improve, consolidate or challenge before making cuts.

Make the tradeoffs visible

The budget conversation becomes more useful when security leaders connect spending to business risk, operational needs and revenue. A lower purchase price does not necessarily mean a lower total cost, especially when implementation and ongoing responsibilities have not been considered.

Before changing an expense, leadership should be able to answer:

  • What business activity or obligation does this support?
  • What protection would change if we reduced or removed it?
  • Could we achieve the same outcome with capabilities we already own?
  • Who will implement the change and maintain the resulting controls?

The goal is a defensible decision about resources and risk, with clear responsibility for what happens next.
